JOB TITLE: County part-time liaison officer

LOCATION: Kenya – in Turkana, Wajir, West Pokot, Tana River, Isiolo, Kitui, and Kajiado

KCCWG PURPOSE: To work with others to find lasting solutions to climate change

JOB PURPOSE: To manage and coordinate formation of county climate change engagement framework and network as directed by the project officer.

REPORTING LINES:

Line Manager – To the project officer

Allowance: A monthly stipend of 9,000 KES

BUDGET RESPONSIBILITY: None

BACKGROUND

KCCWG is a national climate change network composed of 270 agencies working on climate change and drawn from local, national and international CSOs, research institutes and universities, private sector, media and other stakeholders. The working group is composed of 9 thematic areas: urbanisation-, housing and infrastruc­ture; water; forestry; energy; tourism trade and industry; pastoralism and conflict over natural resources; health; agriculture, livestock and fisheries; and education. In collaboration with partners such as Oxfam, Trocaire, CordAid, NCA, HBF, GoK, Action Aid, Act!, Christian Aid, PACJA and others the network has conducted climate change research and advocacy locally and globally. This has helped identify climate change needs at the local, county and national level.

The county Liaison officers will be responsible for developing a county climate change engagement framework and formation of county climate change networks as directed by the project officer and the national steering committee.

KEY RESPONSIBILITIES:

- To mobilize and preside over meetings of climate change non-state actors at the county level

- To facilitate development of an engagement framework that will guide climate change advocacy at the county level

- With the direction of the project officer and the NSC, formulate county level climate change networks that operate under KCCWG

- Ensure timely implementation of county activities as directed by the project officer

- ensure timely reporting of activities conducted

- Ensure continuous communication of county network activities to the national KCCWG secretariat

- Assist KCCWG in mobilizing communities for project county activities undertaken by the national office

- Manage project learning processes, produce relevant documentation

- Ensure that the project delivers to and meets the requirements on monitoring, reporting, accountability and other project quality standards

- Ensure that learning is captured and shared both internally and externally

Qualifications:

- The liaison officer must be an employee of a reputable organisation in their county engaged in climate change work.

- The organisation must be a registered organisation and a member of KCCWG.

- The organisation must have a proven operational presence in the county

- The organisation must given a written formal commitment to allow the officer to allocate 10-15% of their time to the project activities.

- At least a diploma/certificate preferably in the fields of environment, climate change adaptation, disaster management, agriculture or other development related field.

- At least 2 years relevant experience

- Ability to do technical reports with conformity to deadlines

- Fluent written and spoken English

- Willingness to travel including medium/high risk areas

- Willingness to work for extended time to meet deadlines

- Experience of knowledge management and learning (desirable)

Contract period: One year with possibility of renewal
